The Susquehanna Regional E.M.S. Program serves the regions of Broome, Chenango and Tioga Counties in upstate New York. S.R.E.M.S is one of seventeen E.M.S. Program Agencies in the State.
The S.R.E.M.S. Program serves a combined population of over 300,000 people and coordinating an Emergency Medical Services System that answers over 28,000 emergency medical calls annually.
S.R.E.M.S. assists the Regional E.M.S. Council and the New York State Department of Health to support and help develop regional E.M.S. systems. The agency itself provides professional and clerical staff that is necessary to implement and support the activities of the Regional E.M.S. Council and Regional Emergency Medical Advisory Committee (REMAC). It also carries out the following responsibilities:
* Coordinate Emergency Medical Services within our region
* Make determinations of public need for the establishment or expansion of ambulance and Advanced Life Support first response agencies.
* Appoint members of the REMAC
* Develop an annual training plan for the region
* Provide focused technical assistance to volunteer ambulance services.
The program's role is defined in Section 3003-a of Article 30 of the NYS Public Health Law

James P. Morris, Executive Director


Jim has a decade of experience in the Maine and New York Volunteer/ Paid, Fire and EMS systems. Jim has BS from the University of Maine and several years of Not for Profit Organization management. Having grown up in the Region, improving patient care and efficiency in existing EMS systems is his personal and professional goal. Jim has an open door communication policy for agencies, providers and the public.








Erin Stevens, Administrative Assistant


Erin has lived, worked and received her education in the Oneonta Area. She arrives to us with some EMS experience working as an EMT for Cooperstown Medical Center and is a past member of West Corners Fire Station. She also has customer service experience which is necessary in working with our internal as well as our external customers.







Tiffany Rynearsen, Clinical Cordinator


Tiffany is our Clinical Coordinator with a focus of QA/QI, education & Training. She is a Broome Community College graduate, 2006. She started her EMS career in 2004 as a member for Deposit Fire and Rescue; she is also a member of the fire services. Tiffany is also a Certified Lab Instructor for our EMT classes.







Mark Forrest, System Administrator


Mark has numerous years in the EMS field. He was valuable in the rollout for Rev. 4.1 and has worked for the SREMS office in the past, volunteering his time and gaining expertise from the Past Director. Mark also functions as a Director of Operations for a local agency and is an instructor for the Region.









SREMS Program Agency Committee

The Program Agency Committee consists of the Chair, Vice Chair and immediate past Chair of SREMS Council. There are also three council members selected by majority vote. Currently there is one non-council seat filled of a potential three seats.

Susquehanna Regional EMS Council, Inc.

The Regional EMS Council is authorized under section 3002, Article 30, of the Public Health Law, approved by the NYS Emergency Medical Services System's Council, and designated by the Commissioner of Health. The Council is incorporated as a non-profit corporation that consists of both pre-hospital and hospital providers as well as consumers throughout the three counties.
